Don’t write recommendations in the study; prepare policy options with pro and con. Start with hypothetical scenarios (1/2/3/4) and different possibilities.

Keep it on scientific exchange and research integrity as main points!

Invite one representative from each stakeholder group of the research ecosystem to develop the scenarios for the preprint (add politicians here) and to develop the pros and cons for all scenarios for the report!

Write what political measures we would need to take now for each scenario? Describe patterns in what aspects these measures should be taken (social, industry, research, etc.).
